Hardly anyone searches for a South Yorkshire plumber.
They search Sheffield, Doncaster, Rotherham or Barnsley, and very often they search smaller than that: Hillsborough, Bessacarr, Wickersley, Penistone. A county of roughly 1.37 million people gets won one town at a time, not with a single page that says South Yorkshire and hopes for the best.
Four boroughs, four completely different fights
The 2021 census counted about 555,000 people in Sheffield and about 245,000 in Barnsley, with Doncaster and Rotherham in between. Sheffield's local pack is the hardest in the county, and winning a spot in Google's map pack there takes longer than it does in a Barnsley or Doncaster town. Most businesses attack the hard one first and get nowhere.
An S postcode is not a service area
The S postcode area covers Sheffield, Rotherham, Barnsley and Mexborough, then carries on into Chesterfield, Dronfield and Worksop, which are not even in Yorkshire. Most of Doncaster is DN. Listing postcodes on your website tells Google almost nothing. Naming the towns your van actually reaches tells it plenty.

The Parkway and the tram-train out to Rotherham Parkgate stitch those two towns tightly together, and Sheffield outfits are happy to run out to Wickersley, Swinton or Maltby for a decent job. If your profile is thin, they take the work on your own doorstep.
